ENETAI-ILLAHEE CITIZENS COMMUNITY ALLIANCE
The Illahee Community, in response to a massive county-wide rezone of much of Kitsap County to Urban Low from rural created the Illahee Community Plan (ICP) in 2008. Illahee and Enetai shares the same borders, topography, and have an abundance of natural resources and prime fish & wildlife habitat. A portion of ENETAI is already a part of the Plan. Through our Enetai-Illahee alliance, we are seeking to amend the ICP to include ALL of Enetai. The County Commissioners approved for work to commence at the county in the 4th quarter of 2025 to be considered in 2026. Join our working group!
ENETAI is a census-designated place with a population of 2,497 at the 2020 census. Enetai is an unincorporated neighborhood adjacent to Bremerton, WA located between Manette Park and Illahee State Park. Its major streets are NE Sylvan Way, Trenton Ave, Perry Ave, and Illahee Road NE
The neighborhoods of Enetai Beach, Rozewood Estates and Viewcrest/Hillside located north of Manette and borders the Illahee State Park are a coalition of neighborhoods banding together to protect our community. We are seeking to add ALL people in ENETAI, ILLAHEE, Manette and Bremerton to support our efforts.
HISTORY OF ENETAI
This historical Enetai Beach waterfront was once home to a lumber mill (1850's) which later burned to the ground. Native people were known to camp there as evidenced by cultural findings in the forest. ENETAI was the site of the Southern Lushootseed speaking native Salish peoples, similar to Seattle across the sound. Its name is derived from northwestern native language's terms meaning "beyond" or "across the water."
The Enetai community was visited regularly by the Puget Sound Mesquito fleet that ferried Seattle residents to vacation on the shore for the summers in homes built around 1910. The 65 acre Cheney Estate was once owned by Mr. Bremer, whom the City of Bremerton was named after. Ben Cheney, former Tacoma timber magnate whom developed the 2" x 4", held the property for SIX decades before being purchased in 2018 by developer John & Shawna Fisher.

ENETAI CREEK HEADWATERS and WETLANDS JUST DESTROYED with NO permits. This location, north of Sylvan Way is where the watersheds of Illahee & Enetai creek meet and are CRITICAL AREAS that are zoned Greenbelt. We have been bringing up our concerns since May about this area and our worst fears have been realized. Our complaints fell upon deaf ears. DCD enforcement claims no violations and the records show a pattern of undermining and targeting Save Enetai by enforcement staff at DCD.
Cooleen Gardens claimed they denied us access to the property and we are retaliating against them? This is absolutely false. We have at-will access from an adjacent property owner and don't need any permission. We are trying to PROTECT a headwaters stream that converges with the south branch of the Illahee Creek on the property to the north. Why would a local business want to pollute (livestock) and destroy such important watersheds with wetlands and a stream directly next to a water supply pump station?
ENETAI CREEK is recognized on Trenton and Sylvan Way by a sign! I know it's not much, but Enetai Creek is recognized by the county with a fish-bearing designation sign. Save Enetai has devoted a significant amount of time towards researching the health of Enetai Creek. We have discovered the culvert on Trenton is collapsed and has been that way for many years impacting the flow and health of the creek. The county Roads division has inspected it and agrees it needs to be replaced. When will it be replaced?
A riser at Helm is non-functional and all the stormwater runoff (oils, pesticides, soap, etc from our streets and yards) are being directly dumped into Enetai Creek without ANY filtration. Our stormwater systems are antiquated in their design and appears no plans are in place to correct it. How can fish possibly exist under these circumstances?

GREAT PENINSULA CONSERVANCY (GPC) SUBMITS GRANT FOR FISHER SHORELINE PARCELS ONLY ON JUNE 18. GPC FINAL PRESENTATION
SAVE ENETAI has been following the grant application process (Started in Jan 2024) and associated documents at length for several months. The information was found by accident by SE online. Although GPC has indicated "interest" in the upper parcels ie: Fisher Plat, they are limited by a non-disclosure agreement with the developer what they can share with the community, according to Fisher's representative, Jon Rose (works for Raydient, formerly POPE). To date, we have no documented evidence Fisher intends to sell the Fisher Plat parcels and "appears" to be moving ahead to file for a permit to develop the upper parcels.
Given Fisher entered the forest and massacred it to perform a "geotechnical" evaluation in May, and put a blackout on information, including a total lack of response by Kitsap County DCD, one can wonder what Fisher's/Jon Rose's true intentions are? WHY THE SECRECY if Fisher intends to sell ALL the property for a public benefit? Recent PUBLIC RECORDS obtained indicate Jon Rose has been and continues to assemble numerous tours of groups, individuals and public officials in his sale pitch of "his" vision of development. All these players are being assembled without including the community, the residents who live here.

MAMA BEAR and cub are roaming the Fisher Plat and there has been numerous sightings and bear skat in the disturbed vegetation roads. A two year old juvenile has also been snoozing on a residents lawn and since the disturbance, now wreaking havoc, breaking open sheds, destroying garden fences and terrorizing her ducks. This is happening at the end of Rozewood Drive. There has been sightings of them up in Illahee as well.
