HISTORICAL ZONING CHANGES TO PARCELS

As part of 2016 Comprehensive Plan Update, A DRAFT ENVIRONMENTAL IMPACT Statement indicates ENETAI should be rezoned to GREENBELT from Urban Low Residential and reductions in UGA should occur in East Bremerton  NOTE: The greenbelt zone is applied to those areas which have identified parcels constrained by critical areas of fifty percent or greater and are within Washington State Department of Fish and Wildlife (DFW) certified wildlife corridors. Development would be limited to a density range of one to four dwelling units per acre. A greenbelt already extended to Enetai from Illahee State Park.

Instead, the County does area-wide rezone in Enetai area changing from Urban Low Residential (5-9) to Restricted Residential (1-5). Deems Cheney Estate "unbuildable". Cheney opposes just weeks before final adoption of plan and county staff support a portion to remain Urban Low (5-9 per acre). Former County Commissioner, Ed Wolfe and Sr. Planner David Greetham were involved in this recommendation. This zoning is incompatible with the topography and numerous Critical Areas as outlined in SEIS. This is not consistent with the Illahee Community Plan 0r 2008 Comprehensive Plan. This is known as SPOT ZONING and is not an acceptable land use policy.

Cheney argued to the Planning Commissioners, that the County wanted to rezone his estate to (1) ONE dwelling per (5) FIVE acres which is Restricted Rural, NOT Restricted Residential. Cheney represented surrounding neighborhoods as "High Density" Residential to justify maintaining Urban Low Residential on these two parcels now known as the Fisher Plat. He claimed there were no plans to develop high density but didn't disclose estate was up for sale.
